Apply for J-2 after 5 years of J-1

my girlfriend is concluding her 5 yr of J-1 program. I'm about to going in the US with a J-1 visa. Could she apply for a J-2 visa despite of the 5 yrs rule?

Hi,
I am from Korea. I was in US on my J1 for 4 years and then left to Canada for work stayed for 2 years in Canada.
Can I enter US again with a valid J1 or H1 if there are sponsors. If yes, Do I need to get a J1 waiver if I have to reenter on a new J1 or H1.
