AP notice: is this approval or denial?

I had applied for AP for my wife, the email received says:

"On May 21, 2004, the document we made based on the approval or registration of this case was mailed directly to the person to whom issued."

Is this approval or denial? Usually, for EAD etc. I used to receive a message saying "you case has been approved"
 
Thank you, receipt date was March 5, 2004. There was a RFE for photograph, "ear was partially obstructed" apparantly due to ear-rings.
