If US Citizen file an immigrant visa petition for his/her brother or sister using I-130 and then INS process it and sends it to the National Visa Center (NVC), now my question is, if the petitioner withdraw that petition from NVC, will the NVC going to send it back to INS again with a note of withdrawal or the NVC will stop further processing destroy the file?? also if the NVC sends it back to INS what actions INS will take (e.g. destroy it or keep it)??

In the post 9/11 world, I do not believe anything will be destroyed. Even the rejected DV applications for visa lottery are being preserved in some form to keep a database.
