I have seen some 10/2000 approvals but no 9/2000 apprvals how come?

Looks like VSC is processing ND Sep2000 cases as there are not lot
many cases for ND Aug2000..

Is the dates refered by INS refer to RD or ND. INS in Vermont is saying that they are processing Aug 2000 cases does that mean RD or ND.
