Is it all because of "storage" issues from NVC - probably I-140 CP? Can anything be done proactively?

Called up INS office this afternoon, The lady said that they are waiting for 140 papers from NVC office ,I called up NVC office she said my 140 was approved on July 18th 2000 , and they aleady sent it to INS office, And they didn\'t received any more requests from INS office.

I am not sure whats happening at INS office...........
