I found the following link very interesting originally posted by a forum participant named Brent Nelson on \'J-1 waivers\' forum of yahoo groups:

This is a 31-page article in PDF format. I recommend it as a "must read" paper, especially to those who are interested in legal and constitutional aspects of 212(e). Amongst so many other things, it also says how 212(e), in some cases, can not only be unfair, but unconstitutional, too.

it is an interesting thing to read, and it really reflects the hardship that the 2 yrs HRR impose on people.
