Address NSC or TSC for NIW

I was wondering which address should be used for USCIS in the cover letter and recommendation letters, since the petition can now go to either one. If someone lives in Texas, should the TSC address be used, although it will be mailed to NSC?

Both? Last time I checked the I140 form it only listed NSC. Has that changed and we can now send to either?

Sorry, if it was confusing from my earlier msg. The petition has to go to NSC. I was just wondering if someone resides in TX, that case whether the letters can be addressed to TSC or it MUST be NSC. there is a 50% chance that it can go to TSC (wishful thinking).
