Ability to Pay

I understand that ability to pay is an imporatant issue for everyone. Nowadays, when the whole labor certification process goes so fast, is there still the need for the employer to show ability to pay by presenting tax returns for years? In the law, it says that ability to pay has to be established from the priority date. Thus that mean that the employer needs to submit only one tax return? Please share your experience nowadays.

Also, can anyone proved ability to pay with several canceled checks which show the alien is already being paid the prevailing wage per PERM?
 
Generally, recently filed (past year's) Federal/State tax return should be sufficient while filing I-140.
