221G During J1 extension?

I was granted a J1 visa in 2017 after 221G from the Chennai consulate. I had entered the US on F1 in 2015 without 221G. I am planning to return this for a stamp on my extended J1 visa. I have the following questions:

1) As a resident of Karnataka, can I appear at the New Delhi consulate for my interview?
2) Does having a prior 221G mean that I will be subject to it again even if it is for an extension?

You could interview at any location; however, changing Consulates does not affect an application. Some applicants tend to play consulate shopping games, believing a certain Post to be easier; COs know that. Wherever you interview, the CO will have access to prior 221g details and interview responses of a Karnataka resident.
