2 Re-Entry permit expired- Help needed on what to do

Hi,

Parent 2 year Re-Entry permit expired in October 2020. Parent was unable to travel back to USA due to Covid travel restrictions and being in high risk category for covid complications due to age.
US embassy in India is NOT accepting SB1 - Returning resident visa application for IR5 category.

What are my options now ? Should we wait until the application is open ? or should we return green card and apply for new green card all over again ?

Physical green card is valid until 2024.
