Well, obivously you can't get PCC from Indian Consulate in USA as you are in India. You hv to be in USA for that. So u'll hv to obtain it in india. But it means that you'll have to get local PCC also. Yes, your wife will also need to hv both PCCs (passport office and local police station)...
