I called NVC this morning. According to the automated service, my case has been completed. I am wondering how long it will be for NVC to let me know the interview date.

Dec 8 2009 - Called USCIS to upgrade I-130.
Feb 24 2010 - I-130 approved.
Mar 3 2010 - NVC emailed me the choice of agent and Affidavit of Support fee letters.
Mar 23 2010 - NVC completed the Change of consulate I had requested.
Mar 23 2010 - NVC emailed me...
In case the petitioner is a permanent resident, all family members can be included in one application. So you pay the AOS fee once. You still have to pay the IV fee for each family member.

NVC sent me the AOS fee for my daughter but I had already paid that fee for my wife. Do I have to pay this again for my daughter? Should the two cases be linked and charged one AOS fee?

I sent NVC an email on Dec 11 requesting an upgrade for my wife's case. I attached a copy of my natz certificate to the email. I received a reply on Dec 22 stating that my email is being reviewed and that I will be notified when any appropriate action has been completed. No word yet as of Dec 25.
I don't expect my famil's IV apointment to be scheduled until February at the earliest. USCIS hasn't approved my kids's I-130's yet. So the 3-year bar will be close to expire by the time a visa appointment is scheduled.

True, I am just being cautious. Right now, I have control over it since NVC is waiting on me to send the IV application and supporting docs. I have already paid the $400 IV fee.
I wonder how long it takes NVC to schedule an interview once they have received and processed the IV...

I believe if you're a US citizen, your parents are eligible for a waiver of overstay ban. check out this article:
