I think usually transfers are aimed in order to quicken EAD processing because of the workload some offices have. They usually transfer to a different office in order to make sure they are on time to issue you an EAD.

She can contact local Department of Human Services office and most likely they will only give her an emergency insurance. For additional insurance, I think you can buy through the marketplace at healthcare.gov They have different plans with different prices. Hope it helps.

I think, when they say "statement of reason", they mean reason for a "waiver" of home residency, not reason for why you would like to stay in the U.S. So, all they care about is why you want a waiver. I am not a lawyer.
