I had sent everything: cover letter, NORI affidavit and statement, photocopies of all educational diplomas, passport data and visa pages. And it worked out fine. From my interaction with the regional passport office, it seemed that they do not really need any additional docs, just the NORI forms.

That's a terrible goof up by the lawyer. I honestly do not know how to get the NORIs attested by the IE while in India, esp since they ask for the original passport to be sent. Good luck.

witchdoktor, As far as I know, for the Indian Embassy to send the NOS to DOS, it first asks you get the three NORIs from India (from three different agencies). You can read the details on the IE website. To obtain these NORIs is a whole different process and takes a while (typically 4-8 months)...

Don't worry, the website isn't the best designed. I have experienced this issue few times earlier. You should just check it again at a later date. And probably, no picked up your phone call as Veterans day is a federal holiday.
