My son was born in USA and never had Indian Citizenship. He got his original OCI in 2008 (when he was 19) along with rest of our family. Now he is 25 and just got his new US passport. In the instructions for getting the OCI reissued, it says:

3 months seems ample time to complete OCI processing via SFO consulate. If for some reason it's not done, you can still visit India on your PIO cards and collect your OCI docs after your return. So apply ASAP.
The only other update to online status will be when the docs are received by Houston consulate. After that you just have to wait until you receive your passport back (with OCI book). Recent Houston timelines will give you an idea of how long that takes.

No. As far as I know, final OCI processing (get U-Visa sticker on US passport and OCI booklet) must be done at the consulate/embassy where the application is made. This has been discussed multiple times on this forum.
