It seems that if a case is older than 1 year then an RFE is automatically generated. Any experience to support or refute that theory?

According to rupnet, July RD approval rate went from 50% beginning of may to 60% beginning of June. At a rate of 10% a month, theoretically it will take the INS 4 more months to finish July.
