I think it will be a violation of H1B labor application unless your labor app mentioned about a full time and a part time job.

I received my EAD in just over 30 days of applying and my wife's EAD got approved couple of days back. Wonder, if they put the applications in different buckets for Primary and derivative. :)

I think you can go to Chennai consulate if you are a returning H1B visa holder. If it is a change of status from H4 to H1, please contact both the consulates before you make an appointment for Visa.
