Your attorney is wrong- the I140 requires a SINGLE SOURCE DEGREE - that means NO combinations of degrees. You need to have your 3 year degree shown to be equivalent to a US 4 year degree. See http://www.immigrationportal.com/showthread.php?p=1261051#post1261051

you will see that he was an appeal and he won. Sheila Danzig said that her expert opinion can address the previous evaluation and explains why they are different. Do not give up!

I heard of two denials becuase the laywer got another evaluation and the two evauations were not identical. Did you also have an expert opinion...

See the post down below about the Floirda firm. They use the UNESCO standards which show, without question, that *all* Indian 3 year degrees are equivalent to a US Bachelors degree. You can call and talk to them. Good luck.
There are evaluation agencies that evaluate the 3 year Indian degree (like the 3 year UK degree) as equivalent to the US bachelor's degree. Does anyone know if these are acceptable to the INS? I don't want an answer from the firms - but rather from someone with experience.

Notarized letter
You can't notarize the signature on the letter. That can only be done when it is signed. However, you can have a notary make a copy and notarize that it is a true copy.
