If I may ask, this CEAC site shows the status of those that have received the 2NL or for all DV applicants that have completed the DS260? I went on the site and tried my relative's CN, but it didn't work.

DV 2022 was at 21K in March and 50k in April. Not sure we will see the same rate for DV 2023

probaby should have phrased it differently, e.g. "...too low for me..." :) Even is the cutoff was 20k and outside my number, I probably would have said its too low again. My frame of reference is my case number(s) :)

How does one know if their DS260 is processed...except asking KCC directly? If all "unlockers" send emails to KCC asking about the status of their DS260, wouldn't that unnecessarily flood them with mail to respond to. ...just wondering. But, I would be curious to know if my pips' DS260 was...

My understanding is that you wait. Don't be worried; you did not submit too early. You kinda submitted later than many people who submit as early as May. Also depends on your case number (CN) and region. If your is current this month, then yes, you have submitted late.
