Is there a limit on the total 485 applications BCIS can take per yr? I mean all 485- family based, EB based. For example this yr H-1B applications meet a certain no; can such a thing happen with 485 also????

Basically, i am saying i am surprised that i got I140 after it was sent back to TSC. I thoght if BCIS cannot get thir mail delivered, it gets destroyed.
