Technically .. yes you can, I have seen cases. In my case, my lawyer was very specific about getting it from India. The birth certificate we get from Indian consulate says, DOB is so and so as per your passport, so it not a very good doc.

Yes no pattern at all.... please check my previous postings (anyway I am including the details).   I called 4 weeks back, IIO says the case is not assigned an officer, but I might hear something soon.   2 weeks back my lawyer calls IIO, only to hear IIO say a 4 month...
