Father in law got immigrant visa and travelled to US in early 2019. Stayed for couple months, had to go back to old country. He was approved for re-entry permit valid for two years before he left US to take care of affairs overseas. He is retired and makes about $10,000 per year from his pension overseas.

1. Should he file federal tax returns? I assume with the federal deadline extended to July 15, 2020, he doesn't need to rush. He DOES file income tax overseas and has the papers to prove it.
2. Should he file NY state Taxes? He was in NY when he initially travelled to US for the first time and received his greencard at NY address.
3. Is he eligible to receive the new stimulus benefit that promises to give immigrants and US citizens cash?
4. If he has never files taxes, how will IRS send him the money if he qualifies?
