Money order and self-addressed stamped envelopes

Hi,

I'm new here, I worked as a visiting research scholar in Indiana for one year through a J-1 visa with 2 year residence requirement. I'm back to my home country (Brazil) and received a job offer to continue my research in the same institution. So I started by obtaining a non objection letter from my government and now I'm ready to apply for a waiver. However, there are some requirements that I really don't know how to proceed outside US.

US State department only accepts money orders issued by US banks to pay the fee. Many branches here do not even know what a money order is.

The next complicated requirement are the two self-addressed stamped envelopes. Anyone knows how to obtain international stamps from outside US?

I have some work associates living in US, and also would like to know if it would be possible for them to send all documents (money order and for me from US.

Anyone had trouble applying for the waiver outside US?
