Immigrating from Bolivia

I am a Canadian married to a US citizen. We have been waiting for our NOA2 for 4 1/2 months. We just found out that a US citizen engaged to a Bolivian, went to Bolivia, picked up his fiance, daughter, dog and cat and brought them back to the US with the intention of getting married. They have no fiancé visa. How is this possible? Makes us mad that we are waiting in a long line, spending $$, medical costs, plane tickets to Embassy (eventually) and someone can just arrive and stay in the US. Are we missing something?
 
How sure are you the Bolivian fiance/child do not have a fiance visa? What visa do you surmise they entered on, a B1/b2?
 
There’s nothing wrong the USC bringing in their fiancé to get married in the US. But if the fiancé and her daughter used the VWP or a B1/B2 visa to enter the US with the mind of getting married and staying back to process Adjustment of Status, they have committed some form of immigration fraud. You are going through the right process.
 
Bolivians are not VWP eligible.

And based on various online forums including this one, plenty of Indian nationals who enter the US on a b1/b2 and commit similar immigration fraud and Adjust Status. But yes, Consular Processing in one's own country is the right process.
