It took me 2 years and 10 months. I did every possible thing, but none seemed to work . I think it finally went through by itself. And I was told by VSC officeers that they don't send out 2nd FP automatically even if 1st expired. They only send out 2nd if all other things are cleared.

It means your name check hasn't been cleared. That's what happened to my case. They will send you 2nd FP notice when NC is cleared. After I went to 2nd FP, i got my GC approved in 5 weeks.

Frankly, I don't know. I contacted my congressman back in March and they did am enquiry to FBI and find out it's pending. Then i tried both senators, no response. I guess it just took its course and get cleared. Mine is still pending, though. So I really don't think anything I did actually helped.

Supposedly, NC will be initialized once you file your I-485 and is one of the things that have to be complete before your case is assigned to an office for process.
