call again I called NSC beginning of this month and called again a few minutes ago. My case (NIW) hasn't been assigned to an officer yet and will be by Feb 2 and should hear from them with 3 weeks after that. This is what I was told. My RD was 09/22/06. X.

My RD was 09/22/06 for my NIW at NSC, so I called the custumer service and talked to a nice representative. Nothing more information was provided, though. He filed a service request and said someone will look into the matter before Feb. I had a LUD on 12/02/07, which made me a little excited...

I-140: new fee I-485, 131, etc.: old fees

Due to July visa fisco, they postponed the new fee beginning date to aug 17. So your friend should pay old fee. Check at uscis' website for the official notice, so he can be 100% percent sure.
