    I do not think it is going to be forwarded to USCIS office in Seattle. I believe USCIS has centralized processing for that and GC is printed in Texas. It will be sent to the address that your parents gave in their application (probably your addr).

    You should receive receipt notice within reasonable time. Sometimes it is delayed if the service center has heavy workload. Please check recent I130 timelines @ VSC for other posters in this forum to get some idea. There are threads titled "I130 VSC timeline...." etc.

    It can be 2-4 weeks. Sometimes after assigning case # it can be a week before they send out the letter to you. You can call the NVC # (which is on their website) and based on I130 receipt #, you can try to find out whether NVC has assigned case number. Good luck.

    DS 169 or OF 169 is no longer used. If your case has been transferred to Mumbai consulate and your priority date is current, Mumbai consulate will schedule your interview and inform you via letter. You can also check their website for the interviews scheduled for next month.
