    USCIS sends an inquiry to FBI for name check almost immediately. It seems to take about 2 years for approval. Yours seems late since your RD is Dec '03. You need to inquire. Contact FBI, USCIS, senators, congressmen, their mothers, fathers, uncles and aunts, if possible!
