Anyway, based on AILA news, USCIS will accept I-485 appln based on July VB until Aug 17th with OLD fee rate. This includes your spouse too.
Based on attorney Murthy's chat information, one is required to be in USA to file for I-485. Once the petition has reached the service center, you can travel but to play more safe she cautions to get its receipt notice before you go out.
My guess to this safe approach is what if the petition...

Wish there is an updated-VB for July with time-stamp which enables USCIS to accept all cases reached on July 2nd before the 1st updated-VB got released.

August VB show cut-off date of 2004/2005 or atleast 2003 instead...
USCIS violated law by not accepting cases that reached its (right) office on July 2nd BEFORE the updated-VB got released.
But the VB just goes by date. Probably, and I wish, there will be another updated-VB with time-stamp which will allow USCIS to accept the application that reached before...

First I dont understand who would AILF sue - State Department or USCIS ?
If its for VB fiasco then it should be directed to State Department, not USCIS as they dont have control over it...

Many people made good money by taking advantage of retrogression, labor substitution. UN made good money. I dont understand what authority or licence he/she got in preparing & filing labor substitution cases.
Nobody says people using labor substitution are bad. It is only the people who PAY for labor substitution are bad, unethical, immoral.....

Based on recent news, USCIS claims that visa numbers have been allocated to many pending cases (which is the reason for July VB fiasco) and is planning to adjudicate by this september.

They are supposed to bring their processing time to 6-months for all applications.

Honest prediction is that USCIS is so unpredictable. They claim to process based on RD but I just saw a topic in "I-485 - General Issues" which says someone's friend with 2002-PD & 2007 (YES, "7") RD got her GC approved.
