You can get a new I-20 from the new program, leave the country and obtain new (or use existing if valid) F1 visa and re-enter. You may withdraw the reinstatement application.
AFAIK US consulates in Canada do not do stamping for COS cases. You may be asked to go to home country. So be prepare to fly to home country directly from Canada or simply go to home country directly.
Do you get an I-94 when you enter, assuming you are a Mexican citizen? If you have a current I-94 with F1 D/S you are fine. Visa expiry does not matter.
You can get an OPT for different degree level.
I would like to know how long does it usually take to get Canada's visitor visa from within the US. I am Indian citizen in US. I would like to visit for a short trip for say 1 week. Do they give a long term multiple entry visa like 1 year/5 years etc? Since my dates of travel are not yet fixed...
This is a gray area.
To avoid any confusion, you should get H1 stamp and enter around last week of September.
If you have to enter now, you can get an H4 stamp and apply for change of status to H1 after entering.
