Thank you for your prompt reply. In this case, I was checking out processing times for different Service Centers. If you see the link below, it says that I-130 Petition for Alien Relative Permanent resident filling for a spouse or child under 21 takes only 5 Months as of October 18, 2011...

Thank you for your replies. I guess the only straightforward answer is: lines will always be blurry and vague until one becomes a US citizen, hence gets real rights :)
