As per N-400 application instructions, it is required. If they don't need it, they will do nothing but if they need it then they will issue RFE and will delay your case. I mailed my application last week with the pictures.

My name check was initiated on June 14th 2007 from then when I checked last time using infopass on April 22nd 2008 it was not clear.

Tonight I got approved. My NC is pending as per Infopass IO visited on April 22 2008.

On paper you might be right however most of the forum people have not noticed such practice otherwise by now there should have been lot of approvals having old RD's and current PDs.
