* You must show your US passport when leaving the US since this is what tells the airline that they do not need to collect an I-94 from you on exit.
* You may also need to show your other passport(s) when leaving the US if they alleviate the need to have a visa...
If that really is the advice your lawyer gave you then I would consider reporting them. The physical presence requirement is very clear cut and your lawyer not knowing that is inexcusable.

Is that universal across all states? Just because a camera is involved in the initial incident doesn't mean that the citation can't subsequently come from an appropriate law enforcement officer. This is certainly how red light and speed cameras work in the UK.
