Can I be the interpreter for mom's citizenship interview?

UPDATE: Receive test msg today: On March 24, 2017, we received your case and waived the filing fee for your Form N-400, Application for Naturalization.
It seems it takes 18 days to process and fee waiver.
N400 was delivered to the USCIS Po box one month ago including:
It has been a month. No response. No notice letter. No e-notification.
I called the 800 and was transferred to an upper office because there is no check included since there is a fee waiver form...

If I go to the passport agency applying for both, can I get it all on the same day? I'm just curious if it needs more time to produce the card.
Succeed with inputing all the digits, NBC*XXXXXXXX, saying On June 24, 2013, your N400, APPLICATION FOR NATURALIZATION was scheduled for interview. You will receive a notice with a time and place for your interview.

I have GC based on asylum which was approved because my percecution (arrested for attending home chuch in home country)
In N400, have you ever been arrested........?

It seems SG govment is very unreasonable.
But I don't think HK or JP will accept world passport.
Will you tell me what info appear on RP?
I think I'll just use RP+GC for my HK and Japan trip. Hope HK will not find fault with me.

I will, luckily, get married next year. We're planning our wedding and honey moon. She wants Japan for our honey moon and Hongkong for wedding(she has lots of relatives in HK)
My major concern is that HK is too close to my COP (China)...
