For thankful I understood from her that the Judge reached that decision after she could not establish adequate reason as to why she did not file for asylum after arriving in US and prior to the expiry of her visitor visa

Instead can my wife visit to Canada if she gets a visitor visa on a Withholding of removal and still return to the US?
