Working for a Canadian company in the USA for 3 weeks? ESTA OR H1-B?

Hello,

I'm a Canadian permanent resident with a hungarian passport and I'll be working for a canadian company for 3 weeks in USA.

I'm not clear if I need a H1-b VISA or can I just do an ESTA and take this trip as a business trip, since it is not paid by a US based company??
