Will my Case go to BEC after Dec 31st 2004 ??

I know this is million dollar question... incase somebody has an answer ...

My case was fwd to ATL DOL July 2003 and currently they are processing May/June 2003 cases. If my cases is not certified before Dec 31st or not opened, do you think it will go to BEC :(

what i understood after going this forum, all unopened/opened cases will go to BEC from Regional level. Any cases from State level will go NPC. Pl. correct if iam wrong.
 
All cases from state level will also go to BEC if the filing date is before dec 31st 2004 and is unopened.
