When financial institutions and credit bureaus recognize you

My spouse received their temporary social security card while awaiting our petition interview (spouse of US Citizen petetion). I have excellent credit and we applied for a credit card to build credit for them with me as a co-signer.

We were rejected and the letter said they couldn't verify my spouse.

We tried to open an IRA (in their name only) and received the same type of denial.

This week, we had our interview and were approved. My questions are:

-What means do financial institutions use to verify someone?
-At what point in the process to become a legal resident and get a green card will you be recognized and eligible to open up financial accounts?

I don't want to waste time and damage my credit by keep applying as a co-signer only to be rejected.
