When can I apply for J1 waiver?

Hi,

My J1 is valid until end of 2009 and I plan to apply for a waiver. Is there is a time frame for applying for a waiver? Can I apply right now? Its only a month since I am here. And what happens once I get a waiver, do I need to apply for H1B visa? Or is my j1 visa valid for the period even after getting a waiver? Would appreciate if anybody can help.
 
If I were you I would wait to apply for the waiver. Why do you need it now anyway? You just started your program, wait until your situation changes significantly to justify your application for a waiver. By rushing you are only announcing that you had immigrant intend upon entering USA with J1 visa.

Also, one does not apply for H1b, it is usually sponsored by your employer. So unless you have one who is willing to begin the paperwork, it's too early to speculate about your waiver and H1b visa.
