Visiting on B1/B2 and intended to apply E2

I have recently got B1/B2 visa and wish to travel soon. Kindly assist me on given below points:

(1) Can I apply for E2 visa during my visit to USA?
(2) My Cousin agrees to invest fund about $50K and $25K from my side (Total $:75k ) to buy Grocery Store business in USA.

Question:
Am I able to apply E2 visa (Single Owner), and what is the chances of success?

1.You may apply while in US but you would have to go back to your country for the consular interview.

Few months back my cousin had also applied at USCIS, Texas (E2-Visa) and approved. He had not been asked to go back home country. Time was taken about 6 weeks before I-94 got expired.
