US Citizen, K1, Australian Citizen

Hello all,
I am an American Citizen. My fiance is Australian. After
the I-129F is approved,
Does she have to go through a Consulate/Embassy in Australia?
Or can we designate a Consulate, say in Canada?
If she comes here on a I-94 VWP can we go some where here
in the US?

She needs to go to the consulate in Sydney. They will have to Interview her before issuing the K1 visa to her. Its issued only in the home country.
