Too soon to start applying for a waiver?

Hi all,

I'm a foreign MD doing research in the US. I started 3 months ago in my current program and was wondering if it's too soon for me to start applying for a J1 waiver.
I plan to enter the next match season and need to get the 212e off my back in order to be eligible for an H1b visa.

Do you think that having only 3 months in my research program, would affect the reviewers' decision? Should I wait?

The other issue is how long the process may take. I called my Embassy and they said the no objection letter is issued in 1 week, but I don't trust them. I have friends from my country with different experiences, some got the waiver quickly, some others struggled a long time.

So the other question is: when should I start applying in order to get the waiver done by march-april of next year? Best and worst case scenarios...
