Stay In Own Country Before Filing For F1

HI,

I have Completed My Graduation in 2008 and have 2yrs work experience.
I have acquired visiting[B1/B2] Visa in july2009.Visited United States and stayed for 4months.
Now I am planning for higher studies In united states and wish to apply for coming spring semester[Feb-2011].
Meanwhile I am planing for another short visit to United States.How safe Is It and Is there any duration that one should be present in their own country before filing for F1.

COS from B2 to F1 is difficult without properly notifying immigration at entry and takes a long time. Once cannot attend the university on B2. You should get proper stamping and enter properly. Decent universities will not accept spring semester applicants at this late date.
