Start a business in the Philippines, how?

I have a Girlfriend in the Philippines and I want to start a small restaurant business in their place. Can anyone share information about doing business in the Philippines.

To many departments to apply for. Uhmmm you will spent a lot of money there. You should also try to hire trustworthy Filipinos.
