Parent applying for unmarried kids

Hi, guys I'm trying to find an answer to this question. A family member who has a green card and will be eligible for citizenship next year has unmarried kids over 21 that he would like to bring here.

Question he had was how long does it for the process to bring them over, plus I did look at the Visa Bulletin and they do not fall in the oversubscribed list?
 
Unmarried over-21 child of permanent resident is in the F2B category. Unmarried over-21 child of citizen is in the F1 category. Both categories currently have a wait of around 6.5 years for people born in most countries (much longer for people born in Mexico or the Philippines).
