OCI Confusion - Travisa or BLS????

I need to reissue the OCI for my son since he got a new passport. I started on the Travisa site and printed all instructions. But then I am seeing notes that OCI handling has been switched to BLS. Which one is it - Travisa or BLS?

If it is still Travisa, the second step on the OCI instructions say -

Payment - Travisa Order Form:
After you have completed the OCI Online Application, then complete the online Travisa Order Form. This form allows Travisa Outsourcing to provide real time tracking of your application and indicates your mode of payment. You MUST include a copy of this form with all other supporting documents.


The link for the Travisa Order Form says -

Travisa Outsourcing Order Forms are not available at this time. Effective July 1st, 2013 BLS International will be handling the Visa, OCI, PIO and Renunciation services for the Indian government in the United States.

Travisa Outsourcing cannot begin processing new applications at this time. Please wait until July 1st to submit your application to BLS International.


But the BLS site(http://www.visa.blsindia-usa.com/) shows an Apache error. The Transition FAQ (https://indiavisa.travisaoutsourcing.com/pdf/Transition_FAQs.pdf) shows a Http 404 Error.

So am super confused at the moment! Please advise.
 
If it is BLS International, what is the link to instructions for OCI Applications? Is their website down????
 
Yes...very confusing. Anyway, have most of the documentation ready now. Will send it out this Saturday.

Do you have to do entire process again for minor every time they get new PP? Is it same 3-4 months wait. I want to apply for my son but contemplating if I should go for PIO till he becomes 21, as PIO card is valid for 15 years and endorsement is not mandatory after you get new PP.
 
I see Cox & Kings servicing the Indian consulates now.
I found their web sites pretty organized so far.

End-to-end process, documents required, processing times, processing fees are clearly given.

What are the experiences with Cox & Kings so far ?

Is it really necessary to submit the application in-person to shave off processing time or is it just another Indian insecurity and propaganda ?
