Nori Issue

I have got my NORI 2 certificates fron department of education and Home department and i have been told from the passport office chennai that htey have forwarded it to regional passport office delhi.but when i asked the Houston consulate then they have told it is not recived.Again we have a old passport my passport have expired and i did whole process of nori and i have doubt wheather i can continue my nori process?

Try to get a copy from passort office..otherwise you can't proceed for NORI from Indian embassy in the US
