My father-in-law was brought to the US from Mexico when he was 5 years old. That was 70 years ago. He served in the army, worked and now gets Social Security. He never had a green card. Can he be naturalized without a green card?

Having a green card is compulsory in US.
Your father-in-law can apply for green card now also. As he has served army and has social security this is an added advantage.there are many special provision using which one could easily get there Green card.Or you can take advice from an expert who will guide you in best possible way.
