Naturalization Interviewed at Newark office. Decision not yet made.

I went to Newark office for naturalization interview. The result is: no decision is made. I am nervous because the IO was unfriendly as if just looking for issues in my file to deny the application.

Background story: I filed for naturalization after almost 10 years being permanent resident. Before applying for citizenship, I applied I90 to renew my GC. I had one trip outside USA for 5 and a half month, more than 5 years ago after GC. One speeding ticket 1 year ago. I am also not working at the moment and start a new job in June. (job offer accepted). My Green card is expired but USCIS put an extension sticker on it when I went for I90 biometrics.

The IO read some questions from N400. Then I passed civil/english tests. She told me she would approve the case and asked me to come back for oath. Then handed me N652. On it, I saw box B is checked: a decision is not yet made. She actually did not recomand me for approval. She told me she is going to send my file for another officer to review. Then she made copies of my current and expired passports. I asked when I would be called back, she won't answer.

Is this normal? I heard Newark office do oath the same day. And why the officer told me she would approve, but on the result sheet: the decision cannot be made. And she made copy of all my passport pages. I am worried to death right now.

Looks like its getting normal now. Our (Me and my wife) naturalization interview was on May 16th in Newark office, we passed the tests. However, she simply handed over the N652. Following boxes are checked:

1. You passed the tests of English and US History and government.
2. USCIS will send you a written decision about your application.
3. A decision can not yet be made about your application.

I didn't ask her anything but my wife did - her interview was after mine - with the same officer. However, the officer didn't say anything. Not sure what has been happening. We are calling USCIS every few days, checking the status online but to no avail. Taken an appointment with Infopass for 6/9.
Any thoughts/Ideas would be very much appreciated.
