Hi, I have a family friend who is 30yrs old but came to the US when he was 16-17yrs old in 2000. Has been living here since, never traveled outside the US. Mom is a naturalized citizen for about 7 yrs before he turned 18 and was living with her at that time until he was 20yrs old. Does that make him a US citizen? Can he get a US passport?

You said he came to the US in 2000, but only became a green card holder in 2001? What was he in 2000-2001? When did he turn 18? and did he become a permanent resident before he turned 18? Die he turn 18 before or after February 27, 2001?
Also, you said his mom became a citizen 7 years before he turned 18? And you said he was living with her from that time. Is that living with her from 7 years before he turned 18? (But he only entered the US when he was 16-17, so they were both living abroad?) Or living with her only when he came to the US?
